Enrollment FAQ

Employee benefits are administered according to the City's IRS section 125 Cafeteria Plan and the Labor Agreements.

A Qualifying Life Event is required to change benefits outside of the annual enrollment period.

Who is eligible for benefits?

Benefit-eligible employees can enroll the following family members in our medical, dental and vision plans:

  • Spouse (the person they are legally married to under state law, including a same-sex spouse) or State of California registered domestic partner. 
  • Natural-born, adopted (or placement for adoption), current step, or current registered domestic partner children up to age 26.
  • Dependents over age 26 ONLY if they are incapacitated due to a disability and primarily dependent on you for support. 
  • Dependents named in a Qualified Medical Child Support Order (QMCSO) as defined by federal law.

Who is not eligible?

Family members who are not eligible for coverage include, but are not limited to: .

  • Parents, grandparents, and siblings. 
  • Any individual who is covered as an employee of City of Sacramento cannot also be covered as a dependent (except for dental and vision).

When can employees enroll in coverage?

Coverage for new benefit-eligible employees begins on the first day of the month, following or coinciding with date of hire. New employees who do not make an election within 30 calendar days of becoming eligible will automatically be enrolled in the lowest cost core medical plan.

Open Enrollment for current benefit-eligible employees is held in the fall. Open Enrollment is the one time each year when employees can make changes to their benefit elections without a qualifying life event.

Once Open Enrollment ends, only qualifying life events will allow employees to make certain changes to their coverage elections during the plan year. Employees have 30 calendar days from the date of the life event, with the exception of birth or adoption which allows 60 calendar days, to request and complete the necessary paperwork to finalize the mid-year change. Documentation, such as the copy of a birth certificate, is required when making a benefit change due to a life event. Qualifying life events include, but are not limited to:

  • Birth or adoption of a baby or child
  • Loss of other healthcare coverage
  • Eligibility for new healthcare coverage
  • Marriage
  • Divorce

When are my benefits effective and when do I pay for them?

Benefits are effective on the 1st of the month following your date of hire or date of your qualifying life event. However if your hire date or date of your qualifying life event was the 1st of the month, your benefits will be effective on the same day.

Payments for benefits occur as paycheck deductions on the first two paychecks of the month for the month of coverage. For example, coverage for the month of May will be paid on the first two paychecks in the month of May. Your paid hours on each of the first two paychecks of the month will affect the amount of City health contribution you will receive towards the cost of medical, dental, and vision benefits, and will affect your out-of-pocket costs to cover your cost for these benefits or other benefits such as life insurance and/or disability insurance. Refer to your labor agreement for the amount of hours you must be paid to receive the City's health contribution.

Your hire date may also impact the amount of City health contribution you will receive or increase your out-of-pocket costs for your benefits. If you do not receive enough pay in a paycheck to cover your cost of benefits, Benefit Services staff will reach out to you to initiate a repayment agreement for you to pay for your cost of benefits.
