Home Energy Equity Pilot

The City of Sacramento Office of Climate Action and Sustainability (OCAS) and Office of Innovation and Economic Development (OIED) worked with SMUD and Habitat for Humanity of Greater Sacramento (Habitat) to implement the Home Energy Equity Pilot.

The Pilot Project concept was the result of energy modeling from the City’s Existing Building Electrification Strategy, which estimated that all single-family homes and small multi-unit homes would see a net reduction in utility bill costs by transitioning to heat pump water heaters and HVAC systems. Additionally, this Pilot aimed to address barriers to heat pump adoption, including a lack of awareness and trust in heat pump technology, high upfront costs, and rebate processes that may be confusing or difficult.

Home upgrades were implemented in coordination with the housing stabilization efforts along the Stockton Boulevard corridor. This coordinated approach tested the concept of using home electrification and weatherization upgrades as a strategy to improve household quality and stabilize housing costs for residents, allowing them to stay safely housed in their community. These home efficiency and electrification upgrades additionally support the City’s goal of carbon neutrality by 2045, through the building electrification measures identified in the Climate Action and Adaptation Plan.

The Pilot Project was funded through $350,000 from a TECH Quick Start Grant, $60,000 from the Urban Sustainability Directors Network through their Energy Innovation Fund, and additional leveraged funds from SMUD and Habitat.

Project impact

The final installations exceeded the initial target of heat pump installations in 20 homes. Project accomplishments included serving 22 homes with:

  • 22 heat pump HVAC systems 
  • 11 heat pump water heaters 
  • 3 rooftop solar photovoltaic systems and roof replacements 
  • 2 back-up battery systems 
  • 3 electric stoves 
  • 5 refrigerators 
  • 10 homes receiving weatherization improvements

Two homes were fully electrified through this Pilot Project, and all homes took meaningful steps towards electrifying and decarbonizing their homes.
