Project Overview

The Project will connect the existing SVS passenger tunnel to the Central Shops Plaza within the Sacramento Railyards Plan area. These improvements will provide passenger access from the northern side of the rail tracks and major land development in the Railyards, to the SVS, which will greatly improve passenger access to rail and transit. The Project will also support access to the anticipated parking garage to be constructed between 5th and 6th Streets on the north edge of the rail tracks. Because the Central Shops Plaza will be privately owned, operated, maintained, and secured, the City has recorded an irrevocable offer of dedication of an easement for pedestrian access across the Central Shops Plaza from the public right-of-way to ensure public access to the Project.

This project received a grant award in 2020 from the California State Transportation Authority’s Transit and Intercity Rail Capitol Program (TIRCP) and is augmented with funding from Measure A County Sales Tax funding. The $3.194M TIRCP funding will provide the following:

  • Demolition of the existing emergency egress area and stairs
  • Construction of new 20-ft-wide stairs and a 12-ft-wide ADA accessible ramp connecting from the mouth of the existing passenger tunnel to the new at-grade plaza in the Central Shops Entertainment area. 
  • The project will include storm drainage, electrical lighting, landscaping, wayfinding signage, and artwork. 
  • The City of Sacramento has recorded irrevocable easement for continuous pedestrian and bicycle access from the mouth of the tunnel, through the privately managed property, to the public right-of-way. This will ensure full public access to the station.
  • These improvements will be within the Railyards Community Facilities District (RCFD) for maintenance and security.
  • The construction of the project will be delivered by the Railyards property owner, Downtown Railyard Ventures, LLC, with City staff administration of grant funds.

Project Timeline

  • Late Summer 2025 - Start of Construction 
  • Fall 2027 - Anticipated Open to Public

How Will this Benefit You?

The Sacramento Valley Station site has suffered from limited access, attributable to unimproved land north of the tracks and dense highway infrastructure to the south and west. Rail stations that provide multiple points of access for the benefit of commute riders who need not enter the main station for baggage or ticketing but require timely access to their train. This project is the first step in providing more access points to the site and station (see Connective Projects for information on other projects moving forward), while providing rail and transit riders access to a new destination location in the developing Railyards.

Key benefits of the SVS-Railyards North Entrance include:

  • New Direct Access to Platforms: This entrance will provide passengers access from the north side of the rail platforms, through the new “Transfer Yard” urban plaza and retail shops of the Central Shops Entertainment District. Curbside drop-off/pick-up along 5th Street and Telegrapher Avenue.
  • SVS Light rail riders’ access to Railyards Entertainment District via the Steve Cohn Passageway (passenger platform tunnel).
  • A future parking garage planned on the block bounded by 5th and 6th Streets abutting the railroad tracks will allow easier park and ride connections to the station via this new entrance.
