Youth Engagement in the General Plan

Background

To create a robust and inclusive General Plan and Climate Action Plan for the next 20 years, the City is engaging Sacramento’s youth in a crucial dialogue about planning for the future. Through pop-up workshops, summer programs, and classroom presentations, the Sacramento 2040 team has encouraged the younger generation to be active members of ther community, while also collecting valuable input that will help to shape the General Plan and Climate Action Plan.

Past outreach activities

Below is a compilation of youth engagement and outreach activities that the City has held during the General Plan Update and Climate Action Plan project duration.

July 2019: Presentation at Summer @ City Hall

The Summer @ City Hall (S@CH) program is a six-week summer learning experience that provides students with the opportunity to learn about local government processes and how to become an active member of their community. The program includes classroom activities and an internship assignment. Following an informational presentation about the General Plan Update and Climate Action Plan, the Sacramento 2040 project team and the students discussed three questions with each other and the project team:

What do you like most about Sacramento?
What do you want to see changed in the next 20 years?
What actions would you like the city to take to respond to climate change?

July - September 2019: Youth Engagement Program The Sacramento 2040 team developed and implemented a 3-month long summer youth engagement program consisting of 5 youth representatives from the following Sacramento organizations:

La Familia Counseling Center
Green Tech Education and Employment
Asian Resources Inc. (ARI)

The youth embarked on a mission to engage their peers in a discussion around how Sacramento can address the evolving issues around climate change. Through development of an informational video and online questionnaire, the youth collected feedback from more than 300 Sacramento residents that helped to inform the early planning process of the General Plan Update and Climate Action Plan. The video was produced, shot and edited by the youth representatives, and features seven Sacramento elected officials and subject matter experts:

At the end of program, the youth representatives wrote a final report summarizing the program and responses collected during the online questionnaire. The report is available for download below.

Youth Engagement Program Summary Report

October 2019: “Planning as a Career and General Plans” Presentation to La Familia Youth

The Sacramento 2040 project team presented to youth participants at La Familia Counseling Center’s after school program at the Maple Neighborhood Center on Franklin Boulevard. The youth engaged in a discussion around city planning as a career option and how to become more active in City planning projects.

January 2020: Climate Action Plan Presentation to Dyer-Kelly Elementary Classroom

Planning staff attended Dyer Kelly Elementary school and gave a presentation about city planning, sustainability and climate change to 3rd and 4th grade students.

Using their imagination the students created maps depicting a new sustainable neighborhood in the Railyards. The students also wrote a letter to the Mayor with their ideas to improve the air quality and encourage residents to walk, bike, or take transit to the future major league soccer stadium in the Railyards.

January 2020: “Vision and Guiding Principles” Presentation to Youth Commission

The Sacramento 2040 project team provided an update on the General Plan Update and Climate Action Planning process to the City of Sacramento’s Youth Commission and shared the Vision Statement and Guiding Principles that were shaped by public input during Phase I of the project and adopted by City Council.

February 2020 – General Plan Update and Climate Action Plan Presentations at Luther Burbank High School

The Sacramento 2040 project team gave two presentations about the General Plan Update and Climate Action Planning effort to two classes at Luther Burbank High School as part of a collaboration with the Y-PLAN program. Y-PLAN, an educational strategy originating at UC Berkeley in 1999, builds the capacity of young people to effectively contribute youth-driven data and insight to the planning and policy making process; develops college, career, and community readiness skills. During the classroom presentations, the students participated in hands-on planning activities and provided valuable input to help inform the General Planning process.

February 2020 – Walking Tour of the Ice Blocks with Luther Burbank High School Students

The Sacramento 2040 project team met with Luther Burbank high school students for an hour-long field trip to the Ice Blocks, a three-block retail development in Midtown Sacramento. During the field trip, Bruce Monighan, Urban Design Manager with the City of Sacramento, led a walking tour of the Ice Blocks, which allowed the students to visualize and understand zoning, architecture, and built environment within their city.

March 2020: Pop-up Workshop at the Urban Land Institute’s “On My Block: Meadowview”

Event The Sacramento 2040 project team met with Sacramento Youth at the Urban Land Institute’s event “On My Block” in the Meadowview neighborhood. The project team engaged in a discussion around Environmental Justice (EJ) and climate change using interactive display boards. The youth who attended provided their input with post-it notes and stickers.
