Discounts Based On Earnings

Renewal periods are every March and September for the entire duration of those months. Renew through the online portal or in-person at the Revenue Division during office hours.

Eligibility

The Discounted Employee Parking Program (DEPP) offers low rates at participating City garages to eligible employees whose places of employment are located within the area of E Street to the north, R Street to the south, 21st Street to the east, and the Sacramento River to the west.

Employees of any merchant operating within Old Sacramento are considered employees of the Old Sacramento District and are eligible for DEPP at Old Sacramento Garage if they meet the program requirements. 

New participants

Payment of an initial $25 administrative fee is due upon registration.

To be considered for this program: 

  1. Print out the DEPP application (PDF) and complete the portions applicable to DEPP. Your employer must complete the employment verification section and sign it. 
  2. Visit the online application portal and enter the requested information, including uploading the completed application, a recent paystub, and valid CA driver's license. The administrative fee will be paid in the office when the card is picked up. 
    OR
    Visit the customer service counter in the Revenue Division during office hours with the completed form, recent paystub, and valid CA driver's license to receive the parking pass at the counter. The administrative fee must be paid at the counter.  
     

After picking up the new DEPP card:
Cards must be scanned in sequence to avoid being blocked out of the garage at the entrance or exit. First-time users of the card must ensure the first scan is done upon entry, and not at the exit. Please plan accordingly when visiting the Revenue Division to pick up the card. If parked in a garage to visit the Revenue Division, you must pay the full garage fee for that session and do not scan your new card to exit that session.   

Participating facilities

The Discounted Employee Parking Program (DEPP) is only offered at:

  • Memorial Garage
  • Tower Bridge Garage
  • Old Sacramento Garage (for Old Sacramento District employees only)

DEPP permit use

The following are some terms relating to the use of a DEPP card. All participants are required to read the application in its entirety for full program details. 
 
  • Permit must be present at the time of payment. Absence of the permit will require payment of the garage rate. 
  • It is the participant's responsibility to ensure the DEPP card has sufficient funds loaded to pay for parking sessions. Payment with the DEPP card is required prior to each exit. 
  • To verify eligibility, participants are required to renew their permits every March and September to verify employment and wages. 
  • As program participation is limited at each garage, failure to renew during any renewal period will result in termination from the program. 
  • Any reminder notices posted at the garages are out of courtesy. Absence of notices will not relieve participants of the requirement to renew every March and September. 
  • Evening or daily max rates do not apply to the DEPP permit. Charges to a DEPP permit will be at the participant's tiered DEPP rate. Participants who wish to pay only the garage max rate or pre-pay special rate should not use their DEPP permit for that parking session.  

Program violations

Participants are required to read the application in its entirety and agree to all terms, including acknowledgement of violations which may cause termination from the program. 

  • Participants are prohibited from sharing the use of the DEPP card. Compliance is enforced by License Plate Reader technology at the garage and through the revenue control system. 
  • Participants are prohibited from using Merchant Validation coupons issued by their employer or use Merchant Validations with their DEPP card. 
  • Participants are prohibited from using their DEPP card with any other discounts due to the deep discounts already provided through the DEPP program.
  • Employers will be notified if an employee violates the program terms. 

Wage eligibility

View the details of each program to determine eligiblity. The rates are what the permit holder pays per half hour upon exit from the garage after scanning the DEPP card. 

The applicable tiered rate must be selected on the initial application. The City of Sacramento reserves the right to remove participants from a tier if a change in hourly wages disqualifies the participant from that tier.   

Current garage rates without a DEPP discount are $2.00 per half hour or fraction thereof ($4/hour). Garage rates are subject to change. Monthly parking may be available if interested participants do not meet DEPP wage eligibility requirements.

Renewing permits

Effective September renewal month, all renewals will require submission of the new DEPP application to convert accounts to the tiered system. 

Permit holders are required to renew every March and September. Renewal periods are open for the entire month. 

  • Submit a current pay stub and photo identification either online or during Revenue Division counter hours. 
  • No additional card fee is required unless a replacement card is necessary.  

Recent program changes

Changes went into effect on May 1, 2025

  • The Part-Time Employee Parking (P-TEP) program was discontinued to remove the minimum work hours requirement.  
  • The Discounted Employee Parking Program (DEPP) converted to a three-tier system based on earnings. Permits must be still  be renewed every September and March to retain the discount.
  • All participants were required to submit a new application during September renewal to agree to the new program terms to retain account. 
  • Permit limits at all City garages were increased to accommodate more participants. However, as there is still a limit to the number of permits issued at each garage, application acceptance is subject to garage availability. 
  • Old Sacramento Garage is limited to employees who work within the Old Sacramento District.

Why did the program change?

Due to general wage increases and operational hours amongst employers in the downtown area, there is a greater need to support employees who work varying shift times and hours. 

Why was I denied for Old Sacramento Garage?

Due to space availability, the high volume of use at this garage, and the need to support the Old Sacramento District, the DEPP discount is limited to employees who work within the District.
