Lavender Heights Water Main Project

The Lavender Heights Water Main Project will help improve and increase the capacity of the drinking water system in the Lavender Heights neighborhood of Midtown.

The project will increase the size of about 2,100 feet of existing water main on Improv Alley from 20th Street to 23rd Street and on Jazz Alley from 20th Street to 22nd Street.

It will also construct about 1,300 feet of new water main on 20th and 22nd streets between Kayak Alley and Improv Alley.

The project will also increase the size of about 350 feet of combined-sewer main and remove and replace three combined-sewer manholes on Jazz Alley between 21st Street and 22nd Street.

City staff are working with the contractor to minimize project impacts, such as dust, noise and temporary water service disruptions.

Street parking and access to alley driveways may be affected during construction.

What will construction involve?
Construction will occur one alley or street at a time, not all at once.
During work hours in alleyways, one alley will be closed at a time, and during active work hours on the streets, one lane of traffic will be closed at a time.

What is the purpose of the project, and how will it benefit me?
The project will not only improve water quality for the area’s drinking water, but also expand and upgrade existing water infrastructure capacity to serve existing and future customers.

This expansion allows for future development and more housing opportunities in the Midtown area, which will create a more vibrant, active area, and help stimulate public spaces, stores, restaurants, and cultural and entertainment venues.
In addition, the project will also improve water flow for increased fire protection.

How will the project impact me?
Trucks, excavators, and other equipment will be used to install new pipe and repave portions of the alley and streets.
The City is working to minimize construction impacts to residents and businesses, which may include noise, dust, and vibrations.
Some parking may be temporarily removed to accommodate traffic and active work.
Access to driveways may also be temporarily restricted when work takes place in front of a home or business, but activities will be modified to allow residents and business owners access as needed.

When will construction occur?
Construction is expected to begin in May and be completed by the end of November 2025.
Each street and/or alleyway is anticipated to take over a month to complete.
Work will generally start from 7 a.m. to 6 p.m., Monday through Friday.
Night and/or weekend work may occur, as necessary.

How will this project impact access for businesses and their patrons?
Access to businesses will remain open at all times.
The project website will be continually updated during construction to include alley and street closures and any temporary parking removal.

How will this project impact water service for businesses and residents?
This project is expected to have minimal impacts on water service for businesses and residents.
There will be one shutdown period of a maximum of four hours to connect existing services to the new water main pipeline.
Residents and businesses will be notified with doorhangers at least 48 hours before any shutdown.
