Leyne Milstein has served as Assistant City Manager since 2017 and has over 20 years of experience in local and state government. She joined the City in 2005 as a Principal Policy Analyst. She also served as Budget Manager and then as Finance Director. Before joining Sacramento, she worked for the State of California as Director of IT and Support Management at the Commission on Teacher Credentialing, as an analyst at the Department of Finance, and as staff to the State Public Works Board.
Leyne provides executive oversight to Finance, Fire, Human Resources, Information Technology, and the Police Department.
Leyne holds a Bachelor's in Political Science from the University of California, Davis and a Master's in Public Administration from California State University, Hayward.

Michael Jasso, Assistant City Manager, maintains direct oversight of the Office of Innovation and Economic Development and the Community Development Department. He holds a Bachelor’s Degree in Architecture from Princeton University, and a Master’s Degree in Business Administration from The University of Texas at Austin.
Michael comes to Sacramento from Chicago, serving as Chief for the Bureau of Economic Development of Cook County, IL There, he oversaw three County departments along with a cross-cutting office of economic development.
Michael also served as Managing Deputy Commissioner for Chicago’s Department of Housing and Economic Development, overseeing the Bureau of Economic Development, Chief Development Officer for the Chicago Housing Authority helping to manage the third largest public housing authority in the nation, and led the Tax Increment Finance Program on behalf of the Mayor for the District of Columbia Government.

Ryan Moore is the Assistant City Manager over Municipal Services for the City of Sacramento. In this role he provides executive oversight to the Departments of Community Response, Public Works, Utilities, and Youth, Parks and Community Enrichment (YPCE). Ryan joined the City in 2005 as an Associate Civil Engineer in the Engineering Services Division of the Department of Public Works. He subsequently served in the roles of Senior Civil Engineer, Supervising Civil Engineer, Principal Engineer, City Traffic Engineer and most recently, Director of Public Works. In addition to his public service, Ryan has also spent almost 10 years in private consulting as a bridge engineer and project manager. Ryan has a BS and MS in Civil Engineering from the University of Nevada, Reno, and is a licensed professional Civil Engineer and Traffic Engineer. Ryan is on the Board of Directors for the Sacramento Chapter of the American Public Works Association and the California Cities Transportation Initiative.
