Leyne Milstein, Interim City Manager

Leyne has served as the City's Finance Director since 2008 and has over 20 years of experience in local and state government. She joined the City in 2005 as a Principal Policy Analyst and also served as Budget Manager. Before joining Sacramento, she worked for the State of California as Director of IT and Support Management at the Commission on Teacher Credentialing, as an analyst at the Department of Finance, and as staff to the State Public Works Board.

As Interim City Manager, Leyne provides executive oversight of all City departments except Mayor and Council-appointed/Charter Offices. While overall coordination occurs across the organization, she has maintained direct oversight of the Finance, Human Resources, and Information Technology Department, and now also directly oversees Fire and Police Department.

Leyne holds a Bachelor's in Political Science from University of California Davis and a Master's in Public Administration from California State University Hayward.

Amy Williams, Chief of Staff

With 20 years of public service, Amy Williams has extensive experience working in all levels of local government. She has spent more than 15 years at the executive level, serving five City Managers.

In her current role as Chief of Staff to the City Manager, she uses her strategic communications skills to provide vital support to the City’s leadership team and manages special projects on behalf of the City Manager. In addition, Amy oversees staff in government affairs, performance management, media and communications and administration.  

In her previous role as Media and Communications Manager, she also provided media counseling and coaching to City executives, Councilmembers, and managers. Amy graduated from the University of California, Davis with a degree in rhetoric and communications and a minor in English.

Michael Jasso, Assistant City Manager

Michael Jasso, Assistant City Manager, maintains direct oversight of the Office of Innovation and Economic Development and the Community Development Department. He holds a Bachelor’s Degree in Architecture from Princeton University, and a Master’s Degree in Business Administration from The University of Texas at Austin.

Michael comes to Sacramento from Chicago, serving as Chief for the Bureau of Economic Development of Cook County, IL There, he oversaw three County departments along with a cross-cutting office of economic development.

Michael also served as Managing Deputy Commissioner for Chicago’s Department of Housing and Economic Development, overseeing the Bureau of Economic Development, Chief Development Officer for the Chicago Housing Authority helping to manage the third largest public housing authority in the nation, and led the Tax Increment Finance Program on behalf of the Mayor for the District of Columbia Government.

Ryan Moore, Assistant City Manager

Ryan Moore is the Assistant City Manager over Municipal Services for the City of Sacramento. In this role he provides executive oversight to the Departments of Community Response, Public Works, Utilities, and Youth, Parks and Community Enrichment (YPCE). Ryan joined the City in 2005 as an Associate Civil Engineer in the Engineering Services Division of the Department of Public Works. He subsequently served in the roles of Senior Civil Engineer, Supervising Civil Engineer, Principal Engineer, City Traffic Engineer and most recently, Director of Public Works. In addition to his public service, Ryan has also spent almost 10 years in private consulting as a bridge engineer and project manager. Ryan has a BS and MS in Civil Engineering from the University of Nevada, Reno, and is a licensed professional Civil Engineer and Traffic Engineer. Ryan is on the Board of Directors for the Sacramento Chapter of the American Public Works Association and the California Cities Transportation Initiative.
