Practice Areas

Mr. Witter is an Assistant City Attorney over the Litigation and Community Advocacy and Public Safety divisions. He is also the lead attorney for the City’s Human Resources Department, and is counsel to the City's Personnel and Public Employees Committee.

Background and Experience

Mr. Witter has served the Sacramento City Attorney’s Office since 2001.

Mr. Witter spent the first eight years of his legal career working in private sector litigation firms, practicing in various areas, including general tort, construction defect, and professional liability.

Prior to his promotion to Supervising Deputy City Attorney, he was assigned to the Litigation and Special Projects Sections. During that time, Mr. Witter worked on increasingly complex litigation matters, including general tort cases, employment discrimination, contract, civil rights, construction, and writs. In the Special Projects Section, he also provided advisory services on a project-specific basis.

In December 2002, Mr. Witter was promoted to Supervising Deputy City Attorney, and initially supervised the Special Projects Section (2002-2005). He subsequently supervised the Litigation (2005-2015), Human Resources/Special Projects (2015-2018), and Litigation/Human Resources (2018-2021) divisions during which time he continued to handle litigation matters, and expanded his advisory services, becoming the primary advisor to the various divisions in the City’s Human Resources Department.

In 2021, Mr. Witter was promoted to Assistant City Attorney where he has oversight responsibility for the General Counsel and Community Advocacy and Public Safety divisions. He is the primary adviser to the Human Resources Department, the Office of Equity & Diversity, and the Office of Media & Communications. He also serves in an advisory role to the City Manager and City Council.

Professional Affiliations

Mr. Witter is admitted to practice in the United States Court of Appeals, Ninth Circuit; United States District Courts for the Eastern and Northern Districts of California; and all California state courts.

Education

Mr. Witter graduated from UCLA in 1989 with a bachelor’s degree in History. He earned his law degree from the University of Pacific, McGeorge School of Law in 1993.
