Tobacco Retailer License for New Businesses

If you seek to retail tobacco in the City of Sacramento, you must submit a tobacco retailer license application accompanied with the requirements listed on the homepage. Once a complete application (with all requirements) is submitted, the application is routed and reviewed by a Code Compliance representative. The review process can take up to 30 days.

Groups involved in the processing of a Tobacco Retailer License:

  1. Planning Division: Confirms the Conditional Use Permit is approved.
  2. Administrative Unit: This unit is responsible for the collection of the tobacco retailer license and required accompanied documents.
  3. Business Compliance Supervisors: Reviews, approves, or denies tobacco retailer license applications.

Rejected applications

Incomplete applications will be rejected and not processed

You may reapply once all documents are provided and accurate and current

Approved applications

If your application is approved, a Code Compliance representative will contact you and a Tobacco Retailer License will be mailed.

Denied applications

If your application is denied, a Notice of Denial will be mailed to you. 

The Notice of Denial will include the reason(s) for denying the application. The decision to deny the application may be contested 

Reasons for denial of a renewal for a Tobacco Retailer License

A renewal application for a tobacco retailer license may be denied for the following reasons:

  1. Submitting an incomplete or inaccurate application.
  2. There is an existing tobacco retailer license within 1,000 feet from the location.
  3. The application seeks authorization for tobacco retailing at an address that appears on a license that is suspended, has been revoked, or is subject to suspension or revocation proceedings for violation of any of the provisions of this chapter.
  4. It has been less than five years since the most recent tobacco retailer license was revoked from the location.
  5. The application seeks authorization for tobacco retailing that is unlawful pursuant to this code, or that is unlawful pursuant to any other local, state, or federal law.
  6. The city manager has information that the applicant or his or her agents or employees has violated any local, state, or federal tobacco control law at the location for which the license or renewal of the license is sought within the preceding 30-day period.
