Daniel Bowers - Director of Emergency Management

Daniel Bowers serves as the Director of Emergency Management for the City of Sacramento. He is responsible for leading all-hazard preparation, response, and recovery of large-scale incidents that affect the City.

His Vision for the Office of Emergency Management includes incorporating innovative, emerging technology and solutions to deploy better prepared and integrated local government teams to manage emergencies. He emphasizes Access and Functional Needs considerations in all aspects of disaster planning and response to ensure accountability and support to the whole community.

Throughout his career he has trained for and responded to crises at the tactical, operational, and strategic level both here in the United States and abroad. He began his local government emergency management career as the Safety and Emergency Preparedness Officer for the City of Pomona, following nine years active duty service in the United States Marine Corps.

Richard Axtell - SacOEM Coordinator

Richard Axtell serves as an Emergency Management Coordinator for the City of Sacramento. His career is broad and includes serving as a leader in the Marine Corps, US Army Infantry, Law Enforcement, FEMA, and volunteering with Team Rubicon. While finishing up his PhD with research into resilience, he serves on the WA State Advisory Board for the Homeland Security Emergency Management Center of Excellence.

His tactical and strategic leadership has been integral in the response and recovery efforts during disasters and emergencies worldwide, including hurricanes, wildfires, and humanitarian crises. He has also provided resilience and risk management efforts across the U.S. in critical infrastructure systems including water and wastewater, Dams, utilities, hospitals, and colleges.

His approach to community resilience includes personal connections with veterans and those with accessibility and functional considerations.

Emily Alexander - SacOEM Coodinator

Emily Alexander has held various roles within the City, beginning her career in Event Management and Volunteerism. It was during this time that Emily discovered her passion for emergency management and decided to join the Office of Emergency Management (OEM) team.

Emily's transition to the OEM team was a natural progression, as she had already gained valuable experience in filling emergency volunteer needs for shelters and coordinating community engagement events. Her ability to effectively mobilize and manage volunteers in times of crisis has been instrumental in providing crucial support to those affected by emergencies and disasters.

Emily continues to demonstrate her resilience and resourcefulness by efficiently providing necessary resources during severe storms. Her unwavering dedication, combined with her passion for public safety and community well-being, continues to make a lasting impact on emergency management efforts within the City of Sacramento.
